The Newark Federal Executive Board (FEB) is pleased to invite your agency to participate in “Operation Allied” our annual COOP Exercise, being conducted by the Continuity of Operations (COOP) subcommittee.

Operation Allied will be held June 9-10, 2009 with an exercise Hotwash to be held on June 11.

  • June 9: Event notification will begin at 6pm.
  • June 10: The Operation Allied exercise will run from 8:00AM to 3:00 PM, at your Agency’s Alternate Site/Continuity Facility.  From 3 pm-4 PM each agency will conduct an internal Hotwash at your Agency Continuity Site.
  • On June 11: A Group Exercise Hotwash will be held from 9:00 AM - 12:00 PM at the Martin Luther King Court House, Newark NJ., 5th Floor Conference Room

“Operation Allied” is a full scale multi-federal agency COOP relocation exercise, designed for agencies to deploy their COOP teams to their Continuity Facility and conduct essential functions.

The scenario is based on a series of terrorism events that strike Newark.

The purpose is to review train, test and evaluate each Agency's COOP readiness capabilities through a series of scripted and unscripted messages.

The exercise goals are to: enhance inter-agency communication from their Continuity Facility; allow agencies to practice and evaluate their COOP plans in an exercise environment; allow agencies to exercise their Devolution and Reconstitution Plans; and coordinate Federal response to a disaster during a simulated COOP event. This exercise will satisfy the Federal Continuity Directive 1 (FCD-1) requirement for a COOP relocation exercise for the year.

There is no cost to participate and the registration deadline is May 8, 2009.The early deadline enables the subcommittee to provide the tools and resources for agencies to adequately prepare for the exercise and receive the greatest benefit from their participation.  In addition, agencies are asked to participate in Exercise Design Team briefing on April 15th, a Player and Evaluator Training, Controller Training and ExPlan Review on June 4, and the After Action Report meeting on August 5th.  These meetings will all take place from 9 AM - 12:00 PM at the Martin Luther King Court House, Newark NJ., in the 5th Floor Conference Room.

For more information about the timeline of the Exercise, please contact Roy Crowe, GSA (212) 264-0596 / roy.crowe@gsa.gov  or Russell Fox, FEMA Region II, 212-680-8504 / 917-318-4859, russell.fox@dhs.gov.

We look forward to your participation and support in this important endeavor.
